This Act commits British Columbia to a barrier-free province by 2024. It requires public and private sector organizations to identify, remove, and prevent accessibility barriers. The Act emphasizes consultation with persons with diverse abilities and mandates accessibility planning, reporting, and accountability to ensure inclusive communities.
The Accessible British Columbia Act (ABCA), which received royal assent in 2021, establishes a legal framework for identifying, removing, and preventing accessibility barriers across the province. The Act’s primary aim is to create a barrier-free British Columbia by promoting inclusion in all aspects of public life, including digital environments.
The Accessible British Columbia Act (ABCA) requires public sector organizations to establish accessibility committees, develop and maintain accessibility plans, and set up feedback processes. Organizations must identify and remove barriers in goods, services, facilities, technology, and communication, with a strong emphasis on digital accessibility.
Currently, the Act applies to certain public sector organizations, such as provincial government departments, school districts, municipalities, and other designated “accessible organizations.” These organizations must establish accessibility committees, develop accessibility plans, and set up processes for receiving public feedback on accessibility issues. The committees must be diverse, with at least half of the members being persons with diverse abilities or representatives from disability-support organizations, and at least one Indigenous member.
The ABCA’s focus on digital accessibility is vital for ensuring that all British Columbians, regardless of ability, can access public information, services, and opportunities online. By requiring organizations to proactively identify and remove digital barriers, the Act advances the rights of people with disabilities and aligns with evolving human rights and technology standards. This not only improves access and participation but also drives innovation and accountability in digital service delivery.
